直属海关资金管理研究:“收付中心”构建

A Study on Capital Management in Customs District:Establishment of the “Collection and Payment Center”

随着中央党风廉政建设和反腐败斗争的不断深入以及一系列廉政建设政策的出台,国务院对资金管理的安全、合法、有效性提出了越来越高的要求。作为重要的行政部门,海关系统如何管理好资金,是近年来海关财务管理改革研究的热门话题。文章以优化直属海关资金管理为核心,深入学习"收付中心"的发展,借鉴一些部门建立"收付中心"的成功案例,通过分析目前直属海关资金管理的现状,提出了直属海关"收付中心"的构建思路。

With the progress of the integrity development in the Party and anti-corruption initiative by the central government and the launch of a series of policies for integrity development,the State Council has imposed higher and higher demand on the security,legitimacy and effectiveness of the capital management. For the Customs administration,as an important government authority,how to manage well the capital has become a hot topic in the reform of Customs financial management. Based on how to improve the capital management in the Customs district,the article delves into the development of the＂collection and payment center＂,by referring to some successful cases. Through the analysis of the current situation in the capital management of the Customs district,the article proposes the idea of establishing the ＂collection and payment center＂ in Customs districts.
