Theoretical Basis and Future Development of the Third-party Evaluation on Pilot Reform of Economy Regime

随着改革工作持续深化、政府职能逐渐转变,第三方评估作为一种有效弥补传统的政府评估和自我评估缺陷的外部制衡机制越来越得到政府重视。针对经济体制改革试点第三方评估特殊性,在梳理政策评估与改革试点相关研究与实践基础上,辨析改革试点第三方评估的研究拓展空间,提出改革试点第三方评估的制度建设、共性内容和通用方法是未来发展方向,对从第三方评估角度有效保障和推进改革试点机制探索与经验推广具有重要意义。

Along with the reform continued to deepen and government functions shift gradually, the third-party evaluation is getting more and more government attention as an external balance mechanism to effectively remedy defects of traditional govemment evaluation and self-evaluation. This paper focuses on the particularity of the third-party evaluation on pilot reform of economy regime, reviews the related research and practices of policy evaluation and pilot reform, analyzes the research space of the third-party evaluation on pilot reform, and proposes that the future development including institutional improvement, common content, and general method of the third-party evaluation on pilot reform. This study is significant for guaranteeing and improving mechanism exploration and experience spreading of pilot reform effectively from the third-party evaluation perspective.
