地方政府土地财政行为对城镇化模式选择的影响

The Influence of Local Government's Land-based Financial Behavior to the Choice of the Urbanization Model

快速城镇化导致地方政府土地财政依赖加重,而地方政府土地财政行为对地区城镇化模式的选择也具有一定反作用。本文从土地财政依赖的视角对我国现行城镇化模式进行分类,分析地方政府土地财政行为对城镇化模式的影响。研究发现,地方政府土地财政行为对现行主流城镇化模式具有显著固化效应和路径依赖性,一定程度上阻碍了城镇化模式的创新。

Local government＇s dependence on Land-based finance is gradually deepened by the rapid urbanization. And local government＇s dependence on l.and-based financial behavior also makes effects on the choice of the urbanization model. This paper classifies current urbanization model in China from the angle of the local government＇s dependence on land-based finance, and then analyzes the influence of local government＇s land-based financial behavior to the choice of the urbanization model. The study finds that local government＇s dependence on Land-based financial behavior has significant consolidation effects and path de- pendency to the current main urbanization model, which hinders the innovation of urbanization model to some extent.
