中国独特城镇化进程的制度原因解读

Interpreting System Institutions of China's Urbanization

本文基于新中国成立以来城镇化发展的历史进程,对中国特色社会主义城镇化发展演进轨迹寻找制度系统的解释。制度安排不仅直接通过一个国家或地区的城市发展政策影响城镇化,还会通过产业结构转换和生产要素流动等制度安排发挥对城镇化的推阻功能。系统制度的配置和变迁而非工业化是中国城镇化发展的根本原因,作为一个经济系统运行核心特征的产权制度安排决定了经济主体的不同关系,使城镇的功能和定位发生相应的变化,进而会对城镇化的发展和区域格局产生不同影响。为此,走新型城镇化道路,促进我国的城镇化可持续健康发展,必须重视制度方面的改革和创新。

Based on the historical progress of the urbanization development of the new China, this paper elucidates the institution system reasons for the evolution of the urbanization of China with socialist characteristics. Institutional arrangements not only directly through a country or region＇s urban development policy impact of urbanization, but also through the transformation of the industrial structure and the flow of factors of production such as system arrangement play push and resistance function on urbanization. The configuration and change of the economic system not industrialization is the fundamental cause of the development of urbanization, the property right as the core characteristic of an economic system operation determines different relationship of economic entities, leads to urban function and orientation change with them, then effects differently on urbanization and regional development pattern. Therefore, take the road of new urbanization, to make the urbanization of China obtain, sustainable and healthy development, we must pay attention to the reform and innovation system.
