As to the supply analysis and provision model, the subject of cooperation should comply to the principle of contract governance. Government should surpass the traditional thinking model , such as all-powerful government or relationship-based. The conception and method of contractual governance can provide the thinking path of de - administration for the sustainable development of purchasing of public service.
