The Competency of University's Academic Democracy System:Reflections and Reconstruction

学术民主是现代大学普遍接受的原则,是大学学术制度的法理基础。学术事务具有其自身的特殊性,大学学术民主制度不仅遵循民主制度的程序性要求,还要重视制度的胜任力。本文基于大学学术民主制度胜任力,建构以投票人资格制度、决策权力配置制度、决策标准为核心的大学学术民主制度。它是解决大学学术管理冲突的途径。

Academic democracy, generally accepted as a principle of modern university, constitutes the legal basis of university academic system. Given that academic affairs have their own particularity, university＇s academic democracy not only follows the procedural requirements of democracy, but also attaches great importance to the competency of system. Based on the competency of university＇s academic democracy, university＇s academic democracy system can be established by centering on voter qualification system, decision-making power configuration system, and decision-making criteria. It is a way of resolving conflicts in the academic governance of university.
