Under the perspective of information- knowledge- intelligence conversion, the paper studied library functions, librarians ability and information literacy, and proven that library is a social system that extends of human beings ＂Information and intelligence capabilities＂. Core competence of librarians is the information literacy, the library is the main location of information literacy education. The functional objective of library information education is to optimize learner＇s thinking. This functional objective solves the problem of applying the library information literacy education against the rapidly evolving exterior environment, Information Literacy Education return to inheriting LIS qualities and Librarian＇s professional intelligence qualities.
