摘要
文章阐述了伙伴关系管理模式的发展史及概念,探讨了该模式在私人投资项目施工阶段的应用。研究认为,跨企业间的工作组机制是伙伴关系管理模式的组织基础,工作组会议机制是其运行手段。这种新型管理模式可以打破企业间的壁垒,使项目参建各方形成整体团队意识,优化项目总体资源,确保信息的及时对称,明显提升效率,降低投资成本。该模式能明显改善项目设计管理、监理管理、进度款支付管理等,可为以上管理提供新的思路。本文通过广州高德某项目的实践,可靠地证明了项目实施阶段伙伴关系管理模式同样可以建立并有效实施。形成伙伴关系管理主体的单位可以是项目的所有参建单位,也可以是其中的几个主要单位,并使其形成战略联盟。在实际应用中应该首先考虑业主-监理-总包铁三角关系的建构。这种新型管理模式有其独立的管理架构、组织原则和工作思路,只要应用得法,能为工程施工带来巨大的裨益。
It is described in the paper that the notion, implication and the development history of Partner Relationship Management (PRM), with discussion of whose practical applying in construction phase in private investments. It' s suggested that, PRM, based on workgroup mechanism across enterprises, relays on meeting mechanism as its operating measure. With this new management method, it would be able to break down barriers between enterprises, help them form the sense of community, optimize project resources allocation, and ensure information symmetry, as a consequence, the investment cost could be remarkable reduced with significant efficiency promotion. By providing a new way of thinking how to manage better, PRM affects the project positively in all aspects as well, like in project design management, supervision management, progress payments, as well as payment management. PRM, that has been proved in this article through actual practicing in some projects in Guangzhou, can be stablished steadily and applied efficiently even during construction phase. To form a strategic alliance, the subject of PRM could be consisted of every enterprise that participants in the project, or just some principle ones. The alliance of these three: project party, supervisor, and general contractor will normally be the first consideration in practice. In conclusion, this new management pattern which gets its own unique management structure, organizational principle and way of solving problems, can bring enormous benefits to construction with certain application.
