摘要
在分析水权制度与水生态文明建设关系的基础上,指出水权制度建设和水权交易实践中需要解决的若干关键问题,并针对水资源国有的公权与水权的私权问题、权益的稳定性和水量的变化性的矛盾、水权交易规则、农业用水权转让收益分享和农民权益保护、水权转让生态环境保护等问题,提出解决对策。
Issues related to water right system and entitlement trading are raised based on analysis on the relationship between water right system and construction of water ecological civilization. Discussion are made on the issues such as how to define the pubic attribute of stated-owned resources and stabilize private rights and interests to water entitlements; how to deal with changes of water quantity, make rules for water right trading and transfer water entitlement for agricultural use, and how to realize benefit sharing, protect rights and interests of farmers and encourage environment protection.
