黄冈市中心城区水域保护实践与思考

Protection of water bodies in city center of Huanggang City

湖北省黄冈市中心城区水域保护在全市经济社会、生态和环境建设中起着十分关键的引领作用。对照中共中央、国务院印发的《生态文明体制改革总体方案》,对黄冈市中心城区水域保护和治理工作进行了总结和分析,指出了存在的问题,并结合黄冈实际,在法律、规划、生态文明、工程建设、监管等层面提出了促进中心城区水域生态保护的对策建议。

Protection of water bodies in city center of Huanggang City plays a leading role for its economic and social development and eco-environment construction. Review and summary are conducted for the protection and governance of water bodies in city center of Huanggang City. According to the General Plan for Reform of Ecological Protection System issued by the State Council, the existing problems are points out and measures for protection of water bodies are proposed in terms of legislation, planning, ecological protection, project construction, monitoring and supervision combining with the reality of Huanggang City.
