Operation mode of social capital invested in major water conservancy projects

论述社会资本参与重大基础设施建设的重要意义以及参与重大水利工程建设的主要途径,揭示社会资本参与重大水利工程建设面临的政府保障机制不健全、经营权和投资收益难以保障、退出机制不完善、融资困难等问题,并提出相应建议。在对社会资本参与重大水利工程建设运营的关键问题进行分析的基础上,探讨了以PPP+基金模式参与某河流水环境治理工程项目建设运营的运作方式。

The significance of social capital invested in the construction of major infrastructure and the mainways of participating in the construction of the major water conservancy projects are discussed. The existing problems are released, such as inadequacy of government security system,deficiency of management right and return on investment, imperfect exit mechanism and difficult financing,and the relevant suggestions are proposed. Based on the analysis of the key issue of social capital invested inthe construction and operation in a major water conservancy project,the construction and operation of the ' PPP + fund' mode in the treatment project of water environment of a river are investigated.
