对运用PPP模式吸引社会资本投入水利工程的思考

Considerations about attracting social capital into water conservancy projects using PPP mode

通过总结梳理一般PPP模式特征和分类,结合有关政策要求,根据政府与社会资本共同出资、社会资本特许经营、政府购买服务等不同PPP模式分别对公益性、准公益性和经营性水利工程的适用性进行分析,并针对部分具体场景进行模式创新。最后从出台专门操作指南、推动水利行业市场化改革、改进项目前期工作机制等方面提出推动社会资本进入水利行业的政策建议。

By summarizing the general characteristics and classification of PPP mode and combining with the policy requirements,the applicability of different PPP modes,joint venture of government and social capital,franchising of social capital and government procurement of services, topublic, quasi-public and profitable water conservancy projects is analyzed. For some specific scenarios, the model innovation is performed. Finally,some policy recommendations are put forward to promote social capital to enter the water industry from the following aspects: introduction of specific operational guidelines, promotion of water industry market-oriented reform and improvement of preparatory work mechanism of projects.
