The existing water problems and strategic demand in the ecological civilization construction of Yangtze River Economic Belt are analyzed. The application of World Water Valley in the ecological civilization construction of Yangtze River Economic Belt is expounded. Some suggestions are put forward as follows:( 1) The innovative motivation of government,industry,education and research is given play to the human resources support in solving water pollution problems;( 2) The main body collaboration of the innovative motivation provides capital support and technical safeguard for industrial transfer;( 3) The market means are used to solve allocation of pollution emission right;( 4) The element collaboration of the innovative motivation provides theoretical guidance for industrial transformation.
