摘要
通过总结我国离子型稀土矿现状、开采工艺及产业政策情况,结合国家近两年批复环评的离子型稀土矿开发项目实际案例,浅析了该类项目存在的外部环境敏感、历史影响积累和环境污染严重等环境问题,并从环境准入、措施优化、防治结合和加强监管等方面提出做好离子型稀土矿开发项目环境保护工作的对策建议。
This paper summarizes the current situation of ionic-type rare earth ore,mining technology and related industrial policies,studies the practical cases of ionic-type rare earth ore development projects that were approved through environment impact assessment in the past two years,analyzes the current issues such as sensitive external environment,accumulation of historical influence and serious environmental pollution,and finally proposes countermeasures and suggestions from the perspectives of environmental access,optimization of protection measures,combination of prevention and treatment,and tightening regulations.
