摘要
近年来,在一系列政策的推动下,我国民办社工机构获得了快速发展的机会,但也面临着社会使命感缺乏、管理制度制约、资金和人才不足、治理结构不完善、机构能力建设薄弱以及社会公信度不高等内部障碍。要跳出这些发展困境,并找准其参与社区治理的介入点,急待民办社工机构探究社会创新与转型之路。本文基于民办社工机构参与社区治理历史意涵的分析,提出了民办社工机构"参与基层社会治理"的创新理论架构,进而以深圳壹基金公益基金会创新实践为个案,探索了社区治理视野下民办社工机构的社会创新之路。
These years, private social works organizations were granted with new opportunities for rapid development under the promotion of a series of new government policies. However, these organizations are also facing with their inherent drawbacks such as lacking sense of social mission, low quality management system, insufficient fund and talents, imperfect governance structure, weak self-developing ability and poor social credibility. To overcome those constraints and get involved into community governance, the private social work organizations are urged to examine themselves and explore innovative approaches to reform and enhance themselves. Based on the review and analysis of previous involvement of private social works organization in community governance, this paper put forward an innovative theory framework for private social work organizations 'participating in grassroots society governance' and furthermore investigated on how private social work organizations could make social innovations under the view of community governance with a case study of the innovative practice taken by Shenzhen One Foundation Charity Fund.
