"宪法解释"再次被党中央提上议程,当前宪法解释在我国的必要性体现在对于宪法发展、社会变迁和宪法修改的意义上。今后宪法解释的特殊功能表现在权衡宪法规范的政治性与法律性,保持宪法文本的模糊性、确定性与稳定性的统一,树立公民宪法信仰与维护法制统一三大方面。

The constitutional interpretation is put on the agenda again by the Party Central Committee and the necessity of constitutional interpretation in the present China is reflected in the significance of the development of the constitution, the social changes and the constitution revision. In the future, the constitutional interpretation will balance the political and legal nature of the constitution, and maintain the unity of the Constitution and the law.
