城市雾霾治理实证研究--以成都市为例 被引量:23

Empirical Research on Urban Smog Management——A Case Study of Chengdu

摘要 在我国城市雾霾日益频发,威胁公众身体健康的当下,经济发展新常态对于城市雾霾治理既是契机也是挑战。在转变经济发展方式的过程中实现经济增长与大气污染防治的双重目标是落实绿色发展理念的重要体现。四川盆地是中国四大雾霾高发地区之一。本文以四川盆地特大城市成都为例,在IPAT环境压力恒等式的基础上对雾霾影响因素的驱动力与贡献度进行了研究。结果显示,人口规模变动与生活水平变动因素正向地驱动雾霾当量变动,而能源强度变动与雾霾当量排放强度变动则负向地驱动雾霾当量变动。在经济新常态下,提升公众环保意识,节约能源消耗;积极推进产业升级转型,降低单产能耗与污染物排放强度;优化城市交通与产业布局,引导人口分散就业与居住等措施能够促使城市空气质量改善,使雾霾得到有效治理。 Smog is increasingly frequent in China' s urban area and it is threatening the public health. Under this circumstance, the new normal economic development is both an opportunity and challenge for the urban smog management. To accomplish the dual goals of economic growth and air pollution control during the transforming of economic development mode is an important reflection of carrying out the concept of green development. Sichuan basin is one of the four areas prone to smog in China. This paper, taking the megacity Chengdu in Sichuan basin as an example, analyzes the driving force and contribution degree of influ- ence factors of smog on the basis of [PAT space environment pressure identical equation. The result indicates that the change of population size and living standard is positively driving the fluctuation of smog equivalent, and the change of energy intensity and smog equivalent emission intensity is negatively driving the fluctuation of smog equivalent. Under the new normal of economy, the public's awareness of environmental protection should be raised and power consumption should be saved. We also need to actively promote the industry transformation and update, and cut down the energy consumption per unit and pollutants emission intensity. Besides, we need to optimize urban traffic and industrial layout and decentralize employment and residence. With all these measures, the air quality of urban areas can be improved and smog can be managed effectively.
