尽快制定考试法律法规有深刻的社会基础和现实必然性,不仅势在必行,而且刻不容缓。一方面,应继续建立、健全和完善现行的较低层次的法律规范如行政法规、部门规章和地方性法规,另一方面,应在此基础上进一步创立统一的考试基本法。

There is a intense social ground and real certitude in establishing the laws about examination, and it is imperative and of great urgency. The legistation should be divided into two steps:First,the existing low-grade law about examination must be strengthened and perfected.Second,based on it,the unitive basic law about examination is made.The unitive basic law about examination shoud include rich content.
