The construction of the Silk Road economic zone provides new opportunities for urbanization, infrastructure construction, opening to the west, and a new growth point of western development. The upgrading of western development must follow the strategy of building ＂Silk Road economic zone＂ and promoting ＂western development＂ simultaneously. The route for the upgrading lies in： building a modem industrial system and speeding up the transformation and upgrading of industrial structure in the western regions; promoting the emergence of urban agglomeration in the west and improving the level of urbanization; creating a multiple-layered traffic communication network system and improving the infrastructure construction in the western areas; developing social undertakings and improving public welfare in the western regions; adhering to the policy of sustainable development and promoting the exploration of utilization of local resources; strengthening regional cooperation and giving full play to their comparative advantage. The policy of upgrading western development against the background of constructing the Silk Road economic zone is： strengthening macroscopic planning, guidance and policy support; adhering to the integration of self-development with counterpart-support and counterpart-assistance; and adhering to co-existence of cooperation and competition.
