摘要
当信息资源管理战略成为图书馆交换主体战略时,该交换主体不仅要重新调整其使命和根本目的,而且要从信息资源出发重塑交换的核心竞争能力。同时要注重赢得用户的忠诚。赢得忠诚用户对于信息资源管理的交换单位具有特殊重要的意义。但目前从价值的角度对交换信息资源管理的研究见诸于文字的阐述是空白,本文则从图书馆文献交换价值创造的基本目的出发,探讨文献交换信息资源管理,力图从价值角度研究交换的信息资源管理,找到信息资源管理理论在交换中应用的模式。对国际文献交换而言,信息的真正价值在于能够为交换,尤其是为领导者提供决策的依据,还在于服务,符合交换效益目标的确立与调整的要求。换言之,信息是在对效益目标起导向作用中形成其特有的价值、发挥其特有的价值功能、实现其价值增值效果。因此,交换的效益目标成为信息作用的方向和信息成本发生的根本所在。
As the management strategy of library information resources has become the main strategic exchange, the exchange subject not only has to readjust its fundamental mission and purpose, but also need to reform its core competence through information as well as pay more attention to the loyalty of customers. It is significant to win loyal customers for the exchange of information resource management unit. But the research of the Information Resource Management in the perspective of the value is blank. The article discusses the exchange of literature information resource management based on the basic purpose of the value of library literature exchange, The author tries to study the management of information in the view of value, and then reveals the applied model of theory on the management of information. In terms of international literature exchange, the real value of information is the ability to exchange, especially providing the basis for the leaders' decisions. Service as well, meets the requirement of the establishment and adjustment of the goal of exchange efficiency. In other words, information is forming its own value, Realizing its unique value and value-added effect during guiding the goal of benefit. Therefore, the efficiency goal of exchange is becoming the direction of the information impact and base of the occurrence of information cost.
