对农民安居工程建设投资配套资金比例的思考与建议

农民安居工程是全面深化农村改革,推进城乡要素平等交换和公共资源均衡配置,让农民平等参与现代化进程,共同分享现代化成果的一项惠民政策。然而在投资、配套资金比例上,对贫困县和富裕县没有区别对待,采取了统一的标准,不利于贫困县及时完成农民安居工程,更不利于贫困县走出贫困。本文提出了适当降低贫困县本级财政的资金配套比例,由市级政府统筹、市级财政适当提高对贫困县的比例,以及合理调配区域内各县(市、区)配套资金的思路和建议,以望在全面深化农村改革,建设农民安居工程中起到参考作用。
