研究掌握碳循环规律,对碳释放、碳转化、碳传递、碳封存、碳应用等碳循环过程实施技术控制、统筹和顶层设计,平衡大气中CO_2的浓度,调节温室效应,控制全球气候变化;使我国能充分合理地利用没有国界、没有纷争的大气碳资源,形成碳产业,制造碳产品,创造碳经济,获得可持续发展的大量物质财富,从碳认识的"必然王国"到达碳应用的"自由王国"。

In this paper, the laws of carbon cycle were reviewed. The carbon cycle processes, including carbon emission, conversion, transport, sequestration and application, should be technically controlled, overall planed and toplevel designed to maintain the balance of the C02 concentration in the atmosphere, adjust the greenhouse effect and control the global climate change. The carbon resources in the atmosphere, which are boundaryless and uncontested, must be rationally utilized to manufacture carbon products, create carbon economic and develop carbon industry. Based on this theory, a large amount of sustainable material wealth will be obtained, and the level of carbon will be improved from the recognition of ＂realm of necessity＂ to the application of ＂realm of freedom＂.
