摘要
生态环境保护是京津冀协同发展三大率先突破的重点领域之一,而能源的生产和消费又直接与生态环境保护相关。农村能源是我国能源体系的重要组成部分。本文首先介绍了京津冀农村能源革命的重要意义,然后详细解读了京津冀农村能源发展的体制机制问题,最后提出完善京津冀农村能源体制机制的政策建议,包括加强法制建设、完善市场体制、强化政策激励体系等。
Ecological/Environmental protection, which is directly related to energy production and consumption, is one of the three major fields of focus in Beijing-Tianjin-Hebei coordinated development strategy. Rural energy is an important part of China energy system. Important significance and institutional problems of rural energy revolution in Beijing-Tianjin-Hebei region are presented in this work. Finally, some suggestions are proposed, which include strengthening the rule of law, improving the market system and strengthening the policy incentive system.
