Establishment of the guarantee system of the regional compulsory education balance development

当前我国处在社会经济结构调整优化升级的重要时期,义务教育在城乡间、地区间、学校间存在资源分配不均衡的现象,要改变这一局面,政府需要建立健全区域内义务教育均衡发展的保障机制:教育经费投入机制、教师合理流动机制、校长定期轮岗机制、师资成长保障机制、监督评估机制,同时这一系列机制还需要配套的政策措施保障予以支持。

At present our country enters the important period of upgrading the social and economic restructuring, in which the compulso- ry education is not balanced between the city and countryside and in different regions and schools. To change this situation, the govern- ment should perfect the guarantee system of the regional compulsory education balance development, that is, the education fund input mechanism, the reasonable flow mechanism of teachers, the regular rotation mechanism of principals, the teacher growth safeguard mechanism and the supervision and evaluation mechanism, which is supported by policies.
