江西省大学生创业政策分析及完善思考

Analysis and improvement of college students' entrepreneurship policy in Jiangxi province

从创业教育、创业促进、创业融资、创业环境等四个方面,系统分析了江西省现有政策文件和执行情况,认为江西省大学生创业政策与国家政策配套衔接紧密、条款逐步细化、可操作性强;创业教育培训起步早、形式多样;税费优惠、融资支持等力度不断加大。存在的不足主要有:创业教育培训力度仍然不够,创业商务支持不足、创业基金与补贴与实际需求仍有差距、创业环境培育不够成熟。最后提出了切实加大创业教育和创业培训力度、引进风险投资帮助大学生依靠科技创业、着力打造大学生创业孵化基地等对策建议。

This paper systematically analyzes the existing policies and their implementation from four aspects： entrepreneurship educa- tion, entrepreneurship promotion, venture capital and entrepreneurial environment and finds that there are following strengths：the poli- cies of college students＇entrepreneurship in Jiangxi province link up closely with national policy support; terms are refined gradually and can be carried out easily; entrepreneurship education and training have started early and have various forms; tax concessions and finan- cial support have been intensified. In addition, it points out some major existing problems, that is, business education and training ef- forts are still not enough; entrepreneurship lacks business support; there is still a gap between the fund and subsidy and the actual de- mand; entrepreneurial environment is not mature enough. Finally, this paper puts forward some countermeasures such as effectively in- creasing the intensity of entrepreneurship education and entrepreneurship training, introducing venture capital firm to help college students rely on technology to do pioneering work and striving to create a business incubator base for them.
