浙江省县(市、区)节水型社会建设标准化指标体系分析

Analysis on Standardized Indicators System of Water-saving Society Construction in Counties,Cities and Districts of Zhejiang province

在分析国家节水型社会建设试点评价和验收评估指标体系的基础上,按照浙江省人民政府关于实行最严格水资源管理制度全面推进节水型社会建设的意见和总体要求,围绕全省第一批27个县(市、区)节水型社会标准化建设的需要,从构建原则、总体框架结构、指标标准等方面对指标体系进行了综合说明,分析了指标体系在实践应用中的成效和存在的主要问题,结合水资源管理面临的新要求,进一步提出了下阶段调整和完善县(市、区)节水型社会建设标准化指标体系的建议。

On the basis of analyzing the pilot evaluation and acceptance evaluation index system for the national water - saving society campaign, according to the opinions and overall requirements of Zhejiang Provincial People＇s Government on implementing the most stringent water management system and comprehensively promoting the water - saving society construction, this paper comprehensively described the index system from aspects of construction principles, overall framework, targets standard, etc. considering the water- saving society standardized construction needs of the province＇s first 27 pilot counties （cities, districts）. Analyzing the system＇s effects and main problems in practical application, combined with the new requirements of water resources management, the paper proposed suggestions for adjusting and improving the water-saving society construction standardized index system of counties, cities and districts in the next stage.
