十八届四中全会,是我们党首次以依法治国为主题的中央全会,这次会议把依法治国提到了前所未有的高度。依法治国是国家治理体系和治理能力现代化的重要体现,是社会主义市场经济健康良性运行的重要保证,依法行政作为依法治国的核心内容,实现依法行政的进程快慢直接影响着依法治国进程的快慢,对依法行政的研究有着重要的现实意义,可以有效推进我国市场经济的完善和法治中国的建立。

The 4th plenary session of 18th CPC Central Committee is the first Central Conference which focuses on ruling by the socialist rule of law and places the most emphasis on it. Ruling by law is an essential symbol of modernization of both ruling system and ruling capacity, which guarantees successful operation of socialist market economy. Administration by law, which is a core component of ruling by law, has a direct impact on the pace of building a country under ＂the socialist rule of law＂. With the practical implications from the research on administration by law, both the accomplishment of market economy and the building of law-abiding government can be promoted effectively.
