俄罗斯的公共外交与文化软实力战略

The Russian Strategy of Public Diplomacy and Cultural Soft Power

从传播适当的俄罗斯形象报导、继而在乌克兰危机中俄罗斯与西方媒体的全面舆论战,再到加速欧亚地区一体化的整合进程以及扩大上合组织与金砖国家的合作范围,公共外交在搭建国际平台加速区域整合(尤其是发展欧亚经济联盟、金砖国家、上海合作组织)过程中建构"平等对话"机制将成为俄罗斯大外交的重点,这与中国推动"一带一路"的大外交具有相近的思路。通过对俄罗斯公共外交的发展及其在外交工作中的角色进行分析与阐述,梳理俄罗斯崛起过程中的困境及其解决问题之道,是国内推动国家发展大战略之重要参照借鉴。

Using public diplomacy to build an ＂equal dialogue＂ mechanism in the process of establishing international platform and accelerating regional integration （especially the Eurasian Economic Union, the BRIC countries, and the Shanghai Cooperation Organization （SCO）） will become the focus of the Russian general diplomacy which has already been practiced in the media reports to spread an appropriate Russian image, in the full-scale propaganda war between the Russian and Western media during the Ukraine crisis, and in the efforts to accelerate the Eurasian integration process and expand the scope of＂ cooperation between the SCO and the BRIC countries. This is similar to the approach in which China promotes the ＂Belt and Road＂ diplomacy This article analyzed and elaborated the development of the Russian public diplomacy and its role in the general diplomatic work, reviewed the difficulties Russia had encountered in its journey to become strong and how it solved them, and used this as the important reference material for China to promote the great national development strategy
