非物质文化遗产是旅游文化小镇规划设计中的核心内容和发展之魂,必须在确保其安全的前提下才能融入旅游文化小镇规划设计中。因此,需引入"3+X"风险管理理论,对其进行风险监测、分析、评估和有效规避,拓展旅游市场,实现旅游经济效益最大化,为做大做强地域旅游经济奠定坚实的基础。

Intangible cultural heritage in tourism culture is the core content and the soul of development in small town planning and design. Under the premise of its ensured security, it can be integrated into the tourism culture in the small town planning and design. Therefore, the risk management theory of ＂3 ＋ X＂ should be introduced to monitor,analyze, evaluate and avoid effectively the risk. Tourism market should be expanded to maximize economic benefit of tourism, to strengthen and lay the solid foundation for the regional tourism economy.
