国家对高校科研经费投入逐年增加,如何更好地使用科研经费,发挥其最大效率,已成为社会各界热议的焦点。科研经费的优化管理应强调制度建设,重视经费预算的编制,构建科研信息平台,规范项目经费结账和完善科研经费绩效评价体系等几方面。

Investment of research funds by Chinese government to colleges and universities has been in- creasing over years, and the problem of how to better use research funds and give full play to the funds has drawn heated debate among different sectors of the society. To have an optimal management of research funds, administrators should emphasize constructing management system, preparing budget, establishing re- search information platform, regulating the procedure of close account, and improving the valuation system of fund performance.
