生态环境事关国家发展大计,构建环境警察制度对于践行环境权利、维护生态环境、提高环保道德、改善执法现状等意义重大。在充分发挥现有实践经验的同时,借鉴国外有关环保警察制度的法律依据和职责设定,有助于完善我国相关法律体系和理论基础,克服观念体制、人财配置等障碍,构建适应我国需求的常态化环保警察制度。
