Impact Factors on the Normalization Transition of Social Organization Management System

已有研究表明,我国社会组织管理制度经历了从控制到规范的变化。政治性因素对社会组织管理制度有持久性影响,表现为体制支持在社会组织发展中的关键作用,维护稳定的政府管理因素在改革社会组织管理制度中的重大影响,以政权与政治稳定需要为目标制定的分类管理思路的延续。社会性因素阶段性地推动了我国社会组织管理制度的变迁,具体包括改革传统双重管理制度的社会组织需求、公民意识的发展和社会团结基础的变化,以及平权化的新公共管理思潮的兴起和发展。动态分类将仍然是社会组织管理制度改革思路。

Social organization management system of our country changed from controlling to normalization.Political factors affected social organization management systems persistently,which consisted of the key function of system support,government management factors,and classification management policy design.Social factors put forward the social management system reform periodically,which included need of changing the traditional dual management system,development of citizen consciousness,change of social solidarity base,and development of new public management thoughts.Dynamic classification will still be the reform ideas of social organization management system.
