Development and Reform of Social Organization in Special Economic Zone: Exploration,Problems and Solutions——A Case Study of Shenzhen

近年来,深圳市社会组织培育与发展率先改革创新,举措引人关注。本文通过调研总结了深圳市社会组织的培育发展现状,分析了其发展中存在的主要问题和困境,提出了深圳市在"十三五"期间培育和发展社会组织的政策措施建议:加大支持性政策——大力促进政府职能转移委托和购买服务;完善间接保障性政策——进一步为社会组织发展让渡更广阔空间;强化规范引导性政策——引导坚持公益或互益使命,确保发展符合社会要求等。

In recent years,the development of social organizations in Shenzhen has been the first to reform and innovation,and has caused wide attention of the society because of the outstanding measures of Shenzhen.Through investigation and analysis,this paper summarizes the development status of social organizations in Shenzhen,analyzes the main problems and difficulties that exist in its developing process.And in order to ensure the development of social organizations in Shenzhen meets community requirements,the paper proposed some measures and suggestions to cultivate and develop social organizations during'the 13 th Five-Year Plan' period,such as,increasing the support policies building to promote the transfer of government functions entrusted and purchase services; perfecting the indirect security policy to release a broader space for further development of social organizations; enhancing and normative the guiding policy to maintain the public welfare or mutual benefit mission.
