顺应中韩FTA开创长吉图地区服务业发展新路径

Sino-ROK FTA v.s New Route for the Development of Service Trade in Changchun-Jilin-Tumen Zone

2015年6月1日,中韩两国正式签署了FTA协定,不久将生效。长吉图地区处于东北亚核心地带,又是我国朝鲜族人口最密集的区域,已开通珲春—扎鲁比诺—釜山铁海联运航线以及长春、延吉与韩国各主要城市的直达航班,中韩FTA必将带来对韩贸易的飞跃性增长。在此背景下,考察中韩FTA协商进程及服务贸易协定的主要内容,分析中韩服务贸易的发展现状尤其重要。进入21世纪以后,中韩两国服务贸易实现了年均17.5%的高速增长,2014年两国服务贸易总额更达到了361.6亿美元,其中占据主要地位的是旅游业、运输业、服务外包、商务服务业。今后长吉图地区顺应中韩FTA,依据其服务贸易协定的具体条款,应该积极发展跨国和跨境旅游,加强与釜山港的航运合作且提高航运业国际竞争力,大力推动服务外包和商务服务业等,从而开创服务业发展新路径。

In June 1, 2015, the Sino-ROK FTA was formally signed. In fact, the Sino-ROK service trade has achieved an average of 17.5% annually since 2000, and the total service trades in 2014 reached 3,616 million dollars, among which tourism, transportation, service outsourcing, business services play the dominant roles. Changchun-Jilin-Tumen Zone is loca- ted in the core region of Northeast Asia and densely populated by Chinese-Korean. The railway-sea transport from Hunchun to Zarubino and Busan, and the direct flights from Changchun and Yanji to the major cities in ROK are available at present. Therefore, the Zone should actively adopt the specific terms of the FTA so as to start a new route for the further development of service trade by expanding the cross-country tourism, enhancing the cooperative shipping business and promoting the service outsoureing and business serv- ices.
