我国环境保护投融资问题与机制创新研究

Study on Investment and Financing Problems and Mechanism Innovation in China's Environmental Protection

随着我国环境保护进入常态化,环保产业的发展迎来巨大机遇,环境保护投融资的需求也大大增加。尽管目前我国环境保护多元化、社会化的投融资模式正逐步形成,但在投融资总量、结构和渠道等方面仍存在一系列制约环保产业发展的问题。基于此,我国应加大财政投入并建立稳定的环保资金增长机制;构建更为科学的统计口径,引入第三方治理机制;提升PPP模式的适配性,大力发展绿色金融。

With the normalization of China＇s environmental protection, the development of China＇s environmental protection industry has ushered tremendous opportunities, and the demand for environmental protection investment and financing has been increased signifi- cantly. Although a diversified and socialized investment and financing structure in environmental protection industry gradually emerges, problems such as the total amount of investment and financing, structure and channel that restrict the development of environmental pro- tection industry still exist. Accordingly, China should increase financial input and establish a stable growth mechanism for environmen- tal protection funds ; build a set of more scientific statistical standards and adopt third-party governance mechanism ; enhance the suita- bility of PPP Model and develop green finance.
