摘要
以2002年为界,将吉林省人才政策体系的形成和发展分为两个阶段,其政策特点体现为专一型政策较多,政策的普适度较低;政策的制定从"单一"部门向各部门"协调"转化。为完善吉林省人才政策体系,认为应建立制定各类人才队伍发展规划的机制;探索职称以外的人才评价制度;制定能够有效促进政府机关、事业单位、企业间人才流动的政策等。
Taking the year 2002 as a boundary, this paper divides the formulation and development of talent policy system in Jilin Prov- ince into two stages, the characteristics of which are more specific and the general degree is low. The making of policy is coordinated by transforming from the "single" department to various departments. In order to improve the talent policy system in Jilin Province, the au- thor considers that the mechanism for the development planning of various types of personnel team should be established ; the talent e- valuation system outside the professional title should be developed;the effective policies of promoting personnel flow in government a- gencies, public institutions, enterprises should be made.
