摘要
为给民航业安全信息工作提供科学有效的绩效管理方案,提高民航安全管理水平。根据平衡计分卡原理(BSC)构建民航安全信息工作绩效管理评价指标体系,并基于层次分析法(AHP)和变精度粗糙集(VPRS)理论分别确定主观权重和客观权重,同时通过最小相对信息熵原理优化权重,最终确定民航安全信息工作绩效管理指标的最优权重。结果表明:安全信息质量在整个安全信息工作中至关重要,上报安全信息不合格情况的改进程度也应是一项重点管理内容;利用AHP/VPRS理论求解得到的安全信息工作绩效管理指标权重值更为精确可靠,并通过实例验证了各个指标项的设立具有科学合理性。
In order tO provide scientific and effective performance management program for civil aviation safety information work, and then to improve the level of civil aviation safety management, this paper es- tablishes a performance management index system for civil aviation safety information work based on the Balanced Scorecard (BSC) principle. The paper solves the subjective weight through Analytic Hierarchy Process (AHP) and calculates the objective weights by Variable Precision Rough Set (VPRS) model,then uses the principle of minimum relative information entropy to optimize the weights, finally determine the optimal index weights for performance management of civil aviation safety information work. The results show that safety information quality is of vital importance in the whole safety information work, and the improvement of reporting unqualified situation of safety information should be a key management. Mean- while,applying AHP/VPRS theory in the research of performance management index weight for safety in- formation work is more accurate and reliable and it also verifies by a case study that the various indicators are scientific and reasonable.
