摘要
人力资本在产业升级过程中发挥着重要作用,而这种作用的发挥与地区市场化水平有着密切的关系。利用我国30个省级区域的面板数据,基于门槛回归模型,验证在不同市场化水平下人力资本对产业升级的影响。结果表明,由于地区之间市场化水平的差异,人力资本对产业升级的作用表现出明显的门槛效应,即随着市场化水平的提高,人力资本对产业升级的促进作用会逐渐增强。而促进作用分不同层次,表现出一定的门槛特征,主要是不同市场化水平对人力资本在产业间配置效率的不同影响。这就要求各地区宜根据各自区情实际对市场化改革深化与人力资本素质提高作出与自身特点相匹配的侧重点选择,以增强人力资本对产业升级的促进作用。
The human capital plays an important role in the process of industrial upgrading, while the role is closely related to the regional marketization level. The paper makes use of the panel data of 30 prov- inces in China with the threshold regression analysis model, and verifies the impact of human capital on indus- trial upgrading in different levels of marketization. The results suggest that the influence of human capital on industrial upgrading shows a significant threshold effect due to the differences in the level of marketization. This means that with the improvement of marketization level, the promotion of human capital to industrial up- grading will gradually increase. And the threshold characteristics of this promotion effect are mainly due to the impact of human capital in the allocative efficiency of inter - industry, with different marketization levels. This requires that different areas deepen market - strengthen the promotion of human capital on oriented reforms and improve human capital quality in order to industrial upgrading.
