财力配置与农村治理成效研究——4地4村案例比较

A Research of Financial Allocation and Effectiveness of Rural Governance

我国当前阶段农村治理中的诸多弊病,可归结为村两委的治理动力和治理导向两个方面,而这都与农村财力配置结构密切相关。该研究基于4地4村的案例比较分析,解析了乡村财力配置影响农村治理成效的作用渠道,具体而言:财力配置量影响村两委治理动力,财力配置方式则影响村两委的治理导向,两者共同决定了农村治理成效。据此提出,加大对农村财力配置的制度化、规范化的支持,并优化村干部考核体系、平衡村两委的对上与对下工作导向,是提升当前农村治理绩效的重要途径。

Many problems of current China＇s rural governance can boil down to the two aspects,that is,the governance impetus and the governance guidance of the Party branch and committee in the village,which are closely related to the rural financial allocation.Based on a case study,this paper analyzes the approach by which the rural financial allocation can affect the effectiveness of rural governance.Concretely speaking,the amount of the rural financial allocation has an influence on the governance impetus of the Party branch and committee in the village while the way of the rural financial allocation on the governance guidance,which both together determine the effectiveness of governance in rural areas.Therefore,it is an important way to approve the currently rural governance to increase the support in institutionalization and standardization of the rural financial allocation,to optimize the system for assessing work performance of village cadre,to balance the governance guidance of the Party branch and committee in the village for the superior and the inferior.
