The Reform of Public Institutions:Achievements,Problems and Countermeasures

全面推行事业单位分类改革已走过近5年的历程,在许多方面取得了显著进展,但同时也存在一些亟待解决的难题。未来应从明确界定"政事分开"的含义、建立健全事业单位法人治理结构、强化对重点事业领域的经费保障和建构基本公共服务质量保障体系四个方面进一步深化改革。

The past five years has indeed witnessed a journey for China＇s the reform of public institutions.The reform has achieved significant progress in many areas,but there are also some problems to be solved.This paper puts forth specific measures for the reform of public institutions from four aspects,that is,to define clearly the meaning of separation of government and public institutions,to establish a sound corporate governance structure of public institutions,to strengthen funds safeguard for those key public institutions and to set up the quality assurance system of basic public services.
