随着社会保障、经济环境、政治体制、法制观念的不断完善,群体性事件在表现方式上逐渐从暴力冲击手段向"非暴力、不合作"方式转变。分析了"非暴力、不合作"群体性事件所具有的特点,探讨了此类事件的应对思路。

With the development of social security, economic environment, political regime and legal awareness, the form on which the mass disturbances have transformed from violence to ＂noncooperation and nonviolence＂. This pa- per mainly focuses on the features of the ＂noncooperative and nonviolent＂ mass disturbances and the countermeas- ures to cope with it.
