内河船舶配员不足案发特点及对策

摘要 船舶配员不足一直是困扰内河船舶和海事执法人员的难题。以华东某海事局辖区为例,2011年1月至2015年1月,共发生600多起海船配员不足案件;同期内河船舶配员不足高达5751起。内河船舶配员不足问题严重,管理措施亟需加强。文中以本辖区配员不足发案情况为例,简要分析内河船舶配员不足问题的发生情况及其改进措施。 Insufficient ship manning has always been a major problem faced by both ships engaged in inland river navigation arid MSA law-enforcing staff. For example, an MSA in East China handled 5,751 cases involving insufficient manning for ships engaged in inland river navigation from January 2011 to January 2015, while the number for ships engaged in sea navigation is over 600. The problem of insufficient manning is rather severe for ships engaged in inland river navigation and it' s urgent to enhance relevant control measures. The paper, taking such cases under the jurisdiction as an example, analyzes the circumstances for the problem and the measures for improvement.
