摘要以微博、微信等为代表的网络新媒体迅猛发展,成为信息传播与思想交流的重要平台。新媒体具有传播快、全民参与、社会热点与共识快速聚拢、社会动员力强等特点,颠覆了传统的信息传播方式、组织方式和思维方式。中东等地发生的"颜色革命"中,网络新媒体发挥了特殊作用。2010年,以时任国务卿希拉里·克林顿有关"互联网自由"的演讲为标志,美国明确把推动网络自由作为外交政策的首要任务,包含新媒体在内的信息通信技术被其视为"外交箭囊中的一支新箭"。新媒体助推"颜色革命"试水的成功.进一步促使美国推动网上"软革命"向网下街头行动落地。 The new internet media represented by microblog and instant message tools such as Wechat has become an essential platform for information transmission and idea exchange. The new media totally overturns the traditional way of information spreading, organizing and thinking, which reveals typical characters of rapid dissemination, all- people participation, fast focusing of social hot topics and common views, and strong mobilization. The new online media has played a particular role during the revolution in the Middle East. Marked by the remarks of internet freedom of Hillary Clinton, the then Secretary of State in the early 2010s, the U. S, government clearly put forward the policy of advancing internet freedom as the priority of foreign policy and considered the information and communication technology （ICT） as ＂a new diplomatic quiver of arrows＂. The success of testing revolution supported by the new social media further urged the U. S. to put online soft revolution into practice including offline street campaigns.
