受美国页岩气风暴的鼓舞,拥有丰富页岩气资源的中国也掀起了开发页岩气的浪潮。然而,要想释放本国的资源潜力,除了要掌握页岩气的勘探与开发技术,中国还要突破国内体制机制障碍。美国的经验表明,能源领域的市场化改革,不但有效地增强了企业的活力,而且改善了本国的能源安全形势,这为中国提供了新思路。目前,中国政府已经允许多元资本参与页岩气开发,这有望在能源开发的最薄弱环节为改革打开一扇窗口。如果页岩气开发模式能够取得成功,将为中国加快推进页岩油等其他非常规油气资源开发探索一条新的道路。

As the shale gas revolution has improved energy security in the U.S.,shale gas has also garnered significant interest from the Chinese gas industry.However,in addition to encouraging Chinese companies to learn technical know-how,the Chinese government should implement bold policies to develop its own rich shale gas resources.The market-oriented reforms in the U.S.have indicated that it will effectively enhance the vitality of enterprises and improve the country＇s energy security as well.It has therefore set a good example for China.The Chinese government has awarded leases to various companies,from state owned to private enterprises,which may open a window for reform in the energy industry.If shale gas development goes well in China,it will provide a new way to accelerate the development of other unconventional oil and gas resources in future.
