基于社会福利和水足迹理论的水福利绩效评价 被引量:7

Water Well-being Assessment of Hanjiang River Basin Using Social Welfare and Water Footprint Theory

摘要 将水资源可持续利用置于经济-社会-生态三大系统中进行研究,以水资源的综合利用效率为视角,综合流域人类发展指数(HDI)、水足迹总量(WFT(w))、人均水足迹(WFA(w))3个因素,构建水福利绩效(WWP)评价指标,并以韩江流域为例进行实证研究,结果表明2007-2012年间韩江流域人类发展指数(HDI)逐年递增(增长率33.70%),各地区HDI差异逐年降低(6年缩减7.18%),流域具有较高的外向性(自给率97.91%),发展趋于协调.韩江流域水福利绩效先减小后升高(2007-2010年间减少52.52%,2010-2012年增长率5.55%),实现了粗放型向良性发展的转变.绩效反映水资源利用与社会福利之间的密切关系,对水资源的合理利用具有指导作用. Placed it in a ternary system of "Economy-Society-Nature" to conduct our case study about Hanjiang river basin. Based on the perspective of the comprehensive utilization efficien- cy of water resources, we established an assessment system for Water Well-being Performance (WWP), including Human Development Index (HDI), Water Footprint Index (WFI) , and Water Footprint Index (WFA). These results show that HDI exhibited a growth trend with an increased rate of 33.70% , and the regional differences of HDI decreased by 7.18%. Additionally, an obvious extraversion was observed with a self-sufficiency rate of 97.91% , and the development tends to be coordinated. The WWI decreased 52. 52% during 2007 -2010, and increased by 5.55% during 2010 -2012, indicating the conversion from extensive mode to intensive and sustainable development mode. The WWI reflects.9 the strong interactions between water resources and social welfare, and it can be the reference for the water resources using.
