摘要 2008年金融危机爆发后,全球价值链加速重构,要求改革国际经贸规则,为其开辟道路,而新兴经济体和广大发展中国家希望赢得与其经济实力相匹配的制度性权利,形成更加平衡的全球治理格局,由此引发全球经济治理机制进入变革期。美欧等发达国家谋求在新一轮经济全球化中主导制定更严格的国际经贸规则,确保所谓的"公平竞争",维护其竞争优势。作为管理全球贸易的多边体系WTO正面临世界经济贸易规则体系变迁的冲击,世界经济贸易规则体系将如何演变,WTO将何去何从,引起人们极大关注。中国应从制度、战略和企业等层面积极应对世界经济贸易规则的变迁。 After the financial crisis in 2008, the restructuring of the global value chain has been accelerated, which requires the reform of the international economic and trade rules in order to clear up the road for its deepening, and the emerging economies and developing countries hope to win the institutional right matching their economic strength and form a more balanced global governance pattern, which will lead the global economic governance mechanism into the reform period. The United States, Europe and other developed countries seek to predominate in formulating stricter international economic and trade rules in the new round of economic globalization and ensure the so-called "fair competition", so as to maintain their competitive edge. As a multilateral system for managing the global trade, WTO is facing the impact of the changes in the world economic and trade rules, causing people to be greatly concerned about how the world economic and trade rules will change and how WTO will respond to it. China should actively deal with the changes of the world economic and trade rules in terms of the system, strategy and enterprises.
