山区农村土地流转问题分析与对策研究——以福建省永安市为例

Analysis and Countermeasures of Rural Land Circulation Problems in Mountain Area——Taking Yongan of Fujian Province as an example

以福建省永安市为样本,通过问卷调查、走访和查阅资料,探讨和分析山区农村土地流转存在的问题。发现山区农村土地流转率低、流转期限短、流转信息不完善。主要原因是农户对土地产权认识模糊、对土地保障的依赖、非农就业水平较低、土地规模化需求不足。建议尽快完善土地确权,提高非农就业和农业规模化经营水平,建立和完善土地流转信息平台,加强农村保障制度建设,及时解决土地流转中出现的问题。

This paper study on farmland circulation in mountain area,taking Yongan of Fujian Province as a sample.Methods of questionnaire,visiting and accessing to data were employed.The results indicate that the rate of circulation is too low,the period of circulation is short and the information about circulation is incomplete.The main reasons are as following：the farmers are not clear about the land property rights,and they depend on land security too much,the rate of non-agriculture employment is low and demand of large-scale land is not enough.The government should improve land ownership,increase nonagriculture employment rate and management level of large-scale land,establish the market about land circulation information,strengthen the construction of social security system,and solve the problems of farmland circulation promptly.
