Prof. Meir Oren, former director of Hillel Yaffe Medical Center of Israel, has profound experience in how to deal with public safety incidents, 'I visited many hospitals in Sichuan, Taiwan and Xinjiang, and finally I focused on Xinjiang, in the northwest of China. Xinjiang suffers from terrorist attacks, usually caused by suicide bombers. Now the First Affiliated Hospital of Shihezi Medical University in Xinjiang has adopted our medical treatment in Israel, and has shown improvement in just over a year. For almost all disasters, the first form of aid is usually from a family member or friend, not a doctor. So educating citizens is basic for a good rescue system.'
