本文从城乡规划的行政行为、技术行为和社会行为3种属性出发,梳理城乡规划法制化的核心环节—法规标准体系建设从新中国成立至今所经历的阶段,剖析现行城乡规划法规标准体系存在的疏于优化管理、实用性不足和公共政策属性弱等问题,借鉴国内外学者的理论研究成果和发达地区的成功经验,从强化行政依据、完善技术标准和提升社会效应三方面着手,探索城乡规划法规标准体系优化的策略,并以南京市的实践阐释如何具体实施这些优化策略。

The paper begins with administrative, technical, and social behaviors, reorganizes the legislation system development from the 1949, analyzes the problems of present urban rural planning system such as weak management, practicality, public policy, leams theoretical study product, and successful experience, studies improvement strategies from administrative accordance, technical integration, social effect improvement, and tries to explains their realization in Nanjing practice.
