美国新奥尔良市雨洪管理规划中的多领域融合策略——城市设计多领域关联性的建构

面对越来越复杂与多样化的城市问题,城市设计中不同领域关系的构建将成为未来城市建设领域探索的一个重点。对美国新奥尔良市最新的雨洪管理策略中多领域融合的背景、思想与规划策略做了介绍,对其在宏观规划层面探索构建城市设计各领域关联性的思维做了解读。美国新奥尔良市的雨洪管理在延缓、贮存与排水的梯级策略中融入多层面与多尺度的城市设计内容,建立了水利工程与城市设计、景观规划间的紧密联系,其方案作为综合性的规划策略指导城市各领域的建设,为它们之间的融合创造了基础性的前提条件,其规划思想与方法对中国城市面临的雨洪规划难题、建设海绵城市以及探索城市设计各领域间的协作具有借鉴作用。

Face increasingly complicated and diversified city problems, multi-field correlation structure in urban design will be the focus in the field of urban construction. In this paper, the authors introduced the background, ideologyand strategy of New Orleans＇ multi-field integration flooding management and revealed its multi-field integration of urban design based on the macro planning level. The management integrates multifaceted and multiscalecontents into the delay-storage-drainage strategy, building much closer ties between hydraulic engineering, urban design and landscape planning, building the city with the guide of the comprehensive conception and creating the conditions for integration. In doing so, the authors hope to bring the active and prodding functions to the flooding management, sponge city construction and multi-field integration and collaboration in urban design of China.
